Neutral vendor framework for innovation (NVFi)

Constellia facilitates the Neutral Vendor Framework for Innovation (NVFi) by the UK’s Ministry of Defence (MOD) to compliantly and transparently increase speed and value for money in digital and innovation procurement as part of the MOD’s procurement reform.

NVFi is an innovative commercial vehicle developed by Commercial X and the Defence Innovation Unit to accelerate the delivery of novel technological goods and services across government.

The NVFi model is a Marketplace of pre-accredited Technology Providers which the MOD and pan-government participators can access via Constellia to drive innovation at pace and scale.

As the sole Neutral Vendor of the NVFi model, we act as the conduit between NVFi users and pre-qualified Technology Providers, providing a fast and compliant route to procure innovative technological solutions from fourteen category areas.

Constellia acts as a thin prime contractor. Contracting Authorities contract directly with Constellia. Constellia in turn contracts on back to back terms with the appropriate subcontracted technology provider selected from the NVFi marketplace.

Contracting Authorities call-off directly with Constellia and Constellia contract on back-to-back terms with the appropriate subcontracted Technology Provider. Once a call-off contract is signed as an NVFi user, innovative technological solutions can be procured from fourteen categories provided in categories list above.

Constellia remain neutral in this process, as our management fees are charged directly to the Framework Buyer (UK Gov Department) and not deducted off the Technology Provider’s (Supplier) Invoices as a percentage. The costs of the solution is agreed between the Supplier and the Framework Buyer without influence from Constellia.

The NVFi model makes it easier for clients and Technology Providers to work together successfully, with a quick and simple process to join the NVFi Marketplace. It’s free to join and tender for requirements and suppliers can onboard with us at any time.

We operate perpetual onboarding so suppliers of all shapes and sizes can join at any time. As a supplier, you will also have access to our dedicated Supplier Relations Management team, where they will support you throughout every step of the process.

How to Get Started

In order to onboard as an NVFi supplier, your organisation must be relevant and provided goods or services to the following fourteen categories listed above.

As a minimum, you must also be GDPR compliant and Cyber Essentials certified before onboarding. Should you wish to seek further guidance on this, Constellia will be happy to support. Email us via info@constellia.com for further information.
