Constellia & John Cooper MP: Overhauling Defence Procurement
It’s great to see John Cooper MP’s recent piece in the House Magazine on ‘Overhauling Defence Procurement’, and here at Constellia, we are delighted that he has highlighted us as a ‘credible example of excellence in procurement’.
The House Magazine is the leading publication read by MPs, Peers and policymakers, who John calls upon to recognise the success of Constellia’s Neutral Vendor Framework for Innovation in driving value and efficiency in defence procurement.
John and I met in Parliament recently and discussed the need for radical reform in a system better suited to peacetime. Constellia’s Neutral Vendor Framework for Innovation (NVFi), is already supporting the Ministry of Defence to ensure procurement is agile, competitive and innovation-led.
He rightly argues that ‘The MoD has long wrestled with a paradox: too slow in peace; too underpowered in war’ – we must act fast not only for the sake of Britain’s under-utilised industrial base but for the sake of national security.
Since our meeting, the sector has seen the publication of the long-awaited Strategic Defence Review, in which the Prime Minister’s foreword called for a ‘radical reform of procurement’. It calls for a three-tier approach to procurement to ensure agility and a ringfenced budget for harnessing commercial innovation. To achieve this, SMEs must get the right support and opportunities to access contracts, helping to fuel economic growth and deliver innovative solutions.
It is vital that the recommendations of the Strategic Defence Review are implemented, particularly as a greater share of taxpayers’ money is committed to defence. At a pivotal time for national security, the £11bn uplift in defence spending needs to be backed up by a commitment to cut bureaucracy – to procure not just for the present, but for the future.
