As public sector procurement continues to evolve, buyers are increasingly looking beyond declarations to understand how data protection and cyber security are applied in practice across the supply chain.
This supplier learning session is designed to help Constellia suppliers confidently evidence compliance, strengthen the controls they already have, and understand how Cyber Essentials is increasingly used by buyers as part of assurance during bidding, due diligence and contract delivery.
Led by Howard Freeman of Fortis DPC, the session explores how GDPR applies to suppliers, including to subcontractors, consultants, SMEs and specialist providers who may only handle limited or indirect personal data.
Through practical, real-world examples, this session helps suppliers understand GDPR in context, showing how it applies in everyday business operations and how good data protection practices can support successful bids, contracts, and client relationships.

With the Government’s National Procurement Policy Statement pushing for greater SME participation, how can procurement teams empower their supply chains to go further?
This will be the focus of a fireside chat at our Constellia Customer Summit on 26 February, when Simon Lydiard, former Programme Director for Contract Management Excellence and Small Business Champion at the Department for Transport, will join Constellia’s Chairman, Rob Levene and Steven Sinclair, Procurement & Commercial Director at NEPO to explore practical ways to unlock SME potential in the public sector.

The ‘Making it Happen’ award winner for Procurement Professional of the Year will share their story, from the challenges they faced to the innovative approaches they adopted, and how their work has influenced colleagues, delivered measurable impact, and set new standards of professionalism.
Nichola Cooke, Director at STAR Procurement, will share how she built and scaled a commercially sustainable procurement model, establishing a development arm and income strategy that now generates over £500k per year, supporting delivery across six local authorities.
Public vs Private: The Big Procurement Debate
Speakers:
For the closing session of the day, delegates will gather in the Hoare Memorial Hall – the WW2 chamber of the House of Commons where Sir Winston Churchill once stood. The perfect atmospheric setting for a debate centred on scrutiny, challenge and strong viewpoints, brought to life with some light-hearted fun.
This session introduces the formal motion:
“This House believes that public sector procurement achieves best value for money for the taxpayer.”
Procurement leaders from both public and private sectors will debate the motion through structured rounds, quick fire questions and audience-led input. Delegates will take on the role of back benchers, showing support through real-time voting, well-timed ‘Hear, Hears!’ and the occasional raised eyebrow as the two teams set out their arguments.
An engaging and memorable way to end the day, blending history, insight and an engaging format designed to leave attendees energised.
…With debate teams going head-to-head, delegates may even spot a few playful references to match day spirit with the occasional yellow card and referee whistle too!

Peter was born and raised near Sunderland, and after graduating from the University of Cambridge, started his procurement career at Mars Confectionery. He was then Procurement Director for Dun & Bradstreet Europe, the UK Department of Social Security, and NatWest Group. He was elected a Fellow of CIPS and was President in 2003. He founded his consulting firm, Procurement Excellence Ltd. in 2004 and worked extensively in the public sector, becoming a Senior Adviser to the National Audit Office. From 2010-18 was Managing Editor of the Spend Matters Europe website, read by thousands of procurement professionals. He has written four books, including “Buying Professional Services” (with co-author Fiona Czerniawska), and “Bad Buying”, published by Penguin Business. His most recent book is Procurement with Purpose – How organizations can change the way they spend money NOW to protect the planet and its people”. He writes regularly for various websites and publications and also lectures at Masters level with the University of Northampton’s Centre for Sustainable Business Practices and Skema Business School in Lille, France.
