Constellia appoints Matt Holcombe as Chief Operating Officer to support the next stage of growth

29th May 2025 – Constellia has appointed Matt Holcombe as Chief Operating Officer, joining the business this month. Matt will oversee the operational delivery of Constellia’s services, helping to strengthen performance, scale delivery and improve quality as the company continues to grow across both the public and private sectors.

Matt brings over 20 years of commercial and operational leadership experience. He has worked across a wide range of industries, including banking, aerospace, manufacturing, retail, FMCG and services, and held senior roles at organisations such as Capgemini, Rolls-Royce, HSBC, ASOS, DxC, and most recently, the Cabinet Office and Department for Education. His background includes strategic sourcing, category and supplier management, commercial negotiations and procurement transformation.

He joins at a significant moment for Constellia. With over 200 clients and recent recognition as one of the UK’s fastest-growing companies (13th in the Sunday Times 100, 2024) and more recently, the Contractor of the Year for the prestigious procurement GO Awards 2025, the business is on track to reach £1bn in spend under management by 2028.

Originally from South Wales and now based in the Midlands, Matt is a committed sports fan. He supports Welsh rugby, Cardiff Blues and Liverpool FC, and spends weekends on the sidelines watching his sons play football and rugby.
