Constellia launches Constellia Works to further accelerate delivery of public sector construction and works programmes

Constellia has launched its next generation of ‘Constellia Works’, a nationally available procurement solution designed to support faster, more controlled delivery of construction and works programmes across the public sector and utilities, where speed, governance and assurance are increasingly critical.
Constellia Works provides a single, compliant route to market for construction, regeneration, minor works and estate-related activity. It is delivered through Constellia’s neutral vendor model, bringing procurement, contracting and supplier access together within a flexible and assured route to market.

Commenting on the launch, Constellia CEO Rob Levene said: “Public sector works programmes are under increasing pressure to mobilise quickly while operating within tighter governance, funding and resource constraints. The next generation of Constellia Works has been developed to address that challenge directly, providing a controlled route to works procurement that supports faster delivery without compromising compliance or assurance.”

Constellia Works is the only construction procurement solution using the neutral vendor model. Under this mechanism, contracting authorities contract directly with Constellia as the thin prime contractor, with Constellia providing access to a single managed and compliant route to market delivered through nationally available neutral vendor frameworks. Constellia then contracts directly with the appointed suppliers using specially developed JCT or NEC-based contract terms, depending on the client’s requirements. Suppliers operate within a dynamic marketplace that can be expanded at any time to support programme demands, geographical coverage or specialist technical requirements. Constellia also manages all supplier competitions, including restricted and open procedures, ensuring that every competition is delivered through a structured, compliant and transparent process.
The launch responds to increasing pressure on public sector organisations to mobilise works programmes rapidly, often under externally funded or time limited conditions, while maintaining compliance, governance and auditability. Traditional framework routes can be inflexible in these circumstances, particularly where access to specialist or Tier 2 suppliers are required.

Constellia Works supports four core product areas: Major Works, Minor Works, Regeneration Works and Measured Term Contracts. A Contractor Statement of Works is also available for low risk, low complexity activity where a full JCT or NEC contract is unnecessary. Each product is delivered through a consistent commercial structure and supported by a fully managed wraparound service and construction procurement category expertise. This experience informs competition design; supplier sourcing and the commercial and contractual controls applied to each project.
All contracting activity under Constellia Works is supported by Constellia’s legal partnership with award-winning legal experts, Weightmans. This includes contract drafting, validation and specialist advisory support for larger or risk sensitive programmes, ensuring contracts are legally robust, auditable and aligned with public sector procurement requirements.
Constellia Works is already deployed across several thousand public sector works projects nationwide, including minor works, regeneration and estates-related programmes. It is positioned as a controlled and capability-led alternative to traditional frameworks, particularly where speed, flexibility and assured governance are critical.
