We’re delighted to announce the appointment of David Taylor, formerly Deputy Government Chief Commercial Officer, Chief Commercial Officer in the Home Office and Chief Operating Officer at CIPS, as our new Non-Executive Director. David brings a wealth of experience in public and private sector procurement to our board at what Constellia believes is a pivotal moment in the procurement landscape.

Timing is crucial as we face the most significant procurement change in decades, driven by the Government’s National Procurement Policy Statement, aimed at fostering innovation and supporting small businesses, alongside the Modern Industrial Strategy, Defence Industrial Strategy, and Small Business Strategy.

David has over 30 years of experience in procurement and the public sector, including roles as Deputy Government Chief Commercial Officer and Chief Commercial Officer at the Home Office. He has played a key role in driving improvement and innovation in both public and private sectors.
His expertise will be vital as we work to improve accessibility for smaller businesses, which provide speed, innovation, and competitive pricing but are often excluded by procurement processes designed for large platform acquisitions.

The procurement landscape is evolving rapidly. The Government’s commitment to radical reform – from the three-tier procurement approach to the establishment of the Defence Office for Small Business Growth by January 2026 – creates both opportunities and challenges.
We see the impact of these changes. Shifting to three-month cycles for rapid commercial use is crucial for SMEs to compete. However, success needs expertise, experience, and understanding of government and industry. David’s appointment enhances our capacity to navigate this, bringing system insight to improve procurement for government, industry, and taxpayers.
