Training Stakeholders in SoW Development to Deliver Better Outcomes
Across the public sector, procurement teams face ever-increasing pressure to maximise value and achieve measurable outcomes, all while managing competing priorities and limited resources. At Constellia, we believe that with the right support and tools, procurement can lead from the front and shape better outcomes for the communities it serves.
One way we support clients in doing exactly that is through Statement of Work (SoW) procurement training. Designed to strengthen capability, build confidence and improve delivery, this training is available free of charge to all Constellia clients.

Supporting Clients to Deliver Outcomes
Recently, Chief Procurement Officer, Alan Gotto, delivered SoW training for one of our clients. The session brought together commercial and non-commercial stakeholders to focus on every stage of the SoW process, from defining requirements and writing service specifications to drafting Statements of Work and managing delivery.
The training also explored how different commercial models, including Time and Materials and Risk and Reward, can be applied effectively to incentivise supplier performance and secure better results. Above all, it showed how procurement can deliver greater impact when it shapes projects early, defines outcomes clearly and embeds accountability throughout the delivery lifecycle.
why sow procurement matters
The SoW procurement model is designed around outcomes. Instead of simply buying time or inputs, organisations define the results they want to achieve and pay suppliers based on successful delivery. This approach builds accountability, strengthens supplier relationships and creates a clearer link between investment and impact.
For procurement teams, it also provides a powerful framework for collaboration. By involving stakeholders from the start and building alignment around a shared vision, projects are more likely to stay on track, deliver on time and achieve outcomes that can exceed expectations.
practical tools and real-world application
During the session, participants explored each stage of the SoW process in detail. Topics included:
This structured approach helps procurement teams build capability in areas that have a direct impact on delivery, while providing practical techniques they can apply immediately to live projects.
impact and feedback
The response from participants highlighted the difference this type of training can make to project outcomes and supplier engagement. One attendee reflected:
“Constellia’s SoW training has helped our teams feel more confident in shaping projects and managing suppliers. It’s given us practical tools to improve how we specify requirements, define success, negotiate commercial terms and ensure delivery stays aligned with critical outcomes.”

enabling procurement to lead
Procurement’s role has never been more important. When it leads from the front, shaping scope, building supplier relationships and embedding accountability, it has the power to shape outcomes, strengthen collaboration and deliver better public services.
Constellia is here to support that mission with collaboration and innovation at the heart of everything we do. Whether it is through targeted training, sourcing suppliers or managing delivery, our goal is to give procurement teams the tools, resources and expertise they need to succeed.
