London Borough of Lambeth Awards Constellia Contract as Sole MSP Provider for Professional Services

Lambeth appoints Constellia to help boost buying power in the procurement of professional services across London Authorities

1st October 2024 – Constellia announces it has been appointed as sole provider for Lot 2 of the ‘Lambeth Temporary Resourcing Services Contract 2024’, to deliver the procurement of professional services. Lambeth, covering Brixton, Streatham, Clapham, and Waterloo, provides services such as planning, social work, housing, and schools to 303,000 residents and hundreds of businesses.

Through Constellia’s Services Procurement solution, the London Borough of Lambeth procurement function will have access to a fair, transparent, and compliant route to accelerate the procurement of SoW, all whilst being supported with the specialist skills and experience required to work on complex projects and deliverables.

This partnership enables Lambeth Council to have full control over its professional services spend, enhances the ability to utilise local suppliers where possible and drive further Responsible Procurement/Social Value delivery and cost savings. This partnership signifies a significant step towards delivering greater social value, achieving cost-efficiency, as well as mirroring Lambeth’s mission to increase collaboration with SMEs and local businesses.

Data Management and Information Security is core to Constellia’s operations and is committed to maintaining the highest standards. As the single appointed provider for this contract, Constellia has also gone through rigorous technical audits and procedures to ensure they comply and has since been awarded ISO 27001 certification.

The MOD awards Constellia the Neutral Vendor Framework for Innovation (NVFi)

The Ministry of Defence (MOD) appoints Constellia to accelerate the procurement of novel technological goods and services – Introducing the Neutral Vendor Framework for Innovation (NVFi)

  • Ground-breaking Neutral Vendor Framework for Innovation (NVFi) developed by Commercial X, the flagship Defence Commercial programme to increase speed and value for money in digital and innovation procurement as part of the MOD’s procurement reform.
  • The NVFi will ultimately be made available pan-government.
  • Broadens small and medium enterprise (SME) supplier access.

4th September 2024 – Constellia announces that it has been awarded the NVFi by the MOD to compliantly and transparently increase speed and value for money in digital and innovation procurement as part of the MOD’s procurement reform. The NVFi has been developed to bring new technologies to users faster and to work with suppliers to address entry barriers for SMEs.

Constellia’s CEO, Rob Levene commented: “Driving technological advantage and innovation is at the cornerstone of the MOD’s digital strategy. We are thrilled to be able to work with and be the commercial vehicle that accelerates innovative technology into operational deployment, giving His Majesty’s Government (HMG) a strategic technological advantage, whilst continuing to support start-ups and small businesses. The NVFi also supports the Defence Innovation Unit (DIU) delivery and John Ridge, DIU director said: “The Neutral Vendor Framework for Innovation is a novel and potentially game-changing approach to contracting, which will benefit Defence and the broader national security community. Getting to this stage has required determination and a willingness to challenge convention. Once in place, the Framework will accelerate the acquisition of innovative new capabilities, helping establish and sustain strategic advantage.”

The contract has been awarded under open competition to Constellia – the ‘neutral vendor’ – and is planned to go live in September 2024. The NVFi framework is initially let for two years, with potential to extend by a further two years and is open for use across MOD, National Security organisations and wider UK government.

The Neutral Vendor Framework for Innovation (NVFi) has been developed by Commercial X, the flagship Defence Commercial programme to increase speed and value for money in digital and innovation procurement as part of the MOD’s procurement reform.

The NVFi offers commercial officers across government a route to market to procure these innovative technological goods and services at pace and scale.

NVFi will be a significant game changer for the digital and innovation communities to provide greater opportunity to engage more closely with the ecosystem of technology suppliers in an efficient manner.

The framework will be elevated to the benefit of wider government with access open for use across public sector entities, subject to the completion of access agreements by framework users and their approval by MOD as the framework authority.

Commercial X will lead the learning and awareness programme about the framework across Defence and wider government.

The scope of the framework covers fourteen science and technology areas of significance to the national security and defence community, covering goods and ancillary products as well as associated consultancy, engineering, research and development and systems integration services.

Defence Innovation Unit is one of the central enablers to innovation in defence, ensuring the Armed Forces maintain military advantage over ever-evolving global threats. The NVFi also supports the Defence Innovation Unit (DIU) delivery.

The LCG appoints Constellia to help boost buying power in the procurement of professional services across London Authorities

  • First ever dedicated lot for Statement of Work (SoW) set up to specifically address the procurement of professional services across participating local authorities in London
  • London Collaboration SoW council created, to enable London Councils to share and learn from best practices in services procurement
  • Broadens supplier access to London-based public sector opportunities through access to the Constellia marketplace and meet the buyer events.

2nd August 2024 – Constellia announces it has been appointed as sole provider for The London Collaboration Group’s Project Delivery (SoW) contract, which is made up of 29 Local Authorities across London. This award marks a significant step towards setting a new standard in public sector procurement and is the first time the LCG have created SoW as a separate Lot. Already, 19 Local Authorities have signed up to benefit from the increasing buying power, efficiencies and collaboration opportunities that the partnership will offer. 

Through Constellia’s solution, LCG procurement functions will have access to a fair, transparent, and compliant route to accelerate the procurement of SoW, all whilst being supported with the specialist skills and experience required to work on complex projects and deliverables. Together, the LCG and Constellia can drive innovation and collaboration amongst London councils, allowing them to collectively gain full control over all SoW spend, demonstrate value-for-money and drive Social Value/Responsible Procurement to further benefit the London community.

A key element of this partnership is that Constellia will also create the “London Collaboration SoW (LCSoW) Council.” This collaborative community enables all LCG members to foster a culture of positive collaboration and learning across group members and will also be led by an independent specialist.

Events will be held in September for participating London Authorities for the framework and LCSoW council launches. In addition, a ‘Meet the Buyer’ event will also be hosted in September where all interested suppliers who wish to deliver services to the LCG will be invited to attend.  

A lead representative of LCG commented: “The London Collaboration contract is already established as a successful model for collaborative procurement in Contingent Labour. Following extensive member consultation, it was clear that the model needed to evolve to incorporate SoW and we also recognised the important difference in procuring SoW. Not least the need for experienced procurement and category specific support.  Constellia are experts in this field, have a best-in-class model across the UK public sector and have proven themselves to be the right delivery partner through the competitive tendering process for this contract.”

A group of London and other local government authorities are working together on a collaborative basis to procure a managed service provision for temporary workers and project-based consultants underneath the MSTAR4 national framework.

The London Borough of Havering is acting as the lead authority in this collaborative procurement and the authorities that are included, hereafter referred to as the Customers or the London Collaboration.

The London Collaboration, via London Borough of Havering a Contracting Authority, has completed a procurement under Lot 4 of the established MSTAR4 (SoW) Framework. Members of the LCG can enter into a contract with Constellia under the terms of this procurement.

3rd July 2024 – Constellia adds to its strategic leadership team through the appointment of Kieran Sullivan, as Managing Director. Kieran will play a pivotal role in driving culture, systems and processes to future-proof the company’s growth.

With over 30 years of expertise in procurement delivery and commercial transformation, Kieran brings a wealth of experience and knowledge across multiple industries within both the public and private sectors. He has also held key roles in one of the “Big 4”, as well as Capita and specialist consulting firms, gaining and excellent reputation for relationship building, high performance and team leadership – skills that will be invaluable in his new role at Constellia.

Kieran joins at a critical time in the company’s growth journey, following Constellia’s recent announcement of being ranked as the 13th fastest-growing private company in the Sunday Times 100 on Friday 28th June 2024, with a 181.99% growth rate over the last three years.

Sunday Times ranks Constellia as the 13th fastest-growing private company in the UK

We’re proud to announce that Constellia has been recognised as the 13th fastest-growing private company in the Sunday Times 100. The league table takes on the baton from The Sunday Times Fast Track 100 series, which celebrated the country’s leading entrepreneurs for 24 years.

The Sunday Times 100 ranks private companies with the fastest growth in business over the last three years. Our addition at number 13 on the leader board is testament to the growth and demand of our neutral vendor solution in the public sector, which is critical to helping procurement teams achieve, quick, agile and compliant procurement, that drive efficiencies, savings and Social Value.

Constellia sprung to life in 2020 when it was awarded a national contract by one of Innovate UK’s catapult centres to deliver a compliant procurement solution for the public sector. Through that contract, and now, many others, Constellia manages almost £300m of spend for over 170 public sector bodies across Central Government, Local Government, NHS, Education, Blue Light Services, Housing and Utilities.
