REQUIREMENTS

NHS North West London Procurement Services (NWLPS) were seeking assistance to deliver a high priority transformation project as part of their ‘Stronger Together’ programme for the North West London Integrated Care System (NWL ICS).

The Stronger Together transformation programme aimed to create one centralised procurement function across eight NHS Trusts and one ICB, bringing together £6.4bn of total expenditure to be proactively managed under one Shared Procurement Service, called North West London Procurement Services (NWLPS).

To successfully instigate and deliver such a large, complex and unprecedented transformation programme within the NHS, NWLPS conducted an internal assessment led by Lee Jackson, Managing Director, looking at hard factors such as structure, service catalogues, governance, digital capabilities and processes. Also reviewing current performance in areas such as value delivery, supply chain management and sustainability using a design thinking approach to creatively problem solve, understand stakeholders, and challenge assumptions.

This project was a pivotal moment for the NHS in accelerating the development of the NWLPS Cost Improvement Program, ultimately saving millions of pounds and driving greater operations efficiencies.

CONSTELLIA SOLUTION

Via Constellia’s Neutral Vendor solution, Constellia initiated an accelerated mini competition, completing the process within three weeks. In this timeframe, Constellia longlisted suppliers within their marketplace and shortlisted this down to three suppliers. The top scoring three bidders were invited to presentations and the successful service provider was based on the “Most Economically Advantageous Tender.”

As a level 3 service, Constellia provided the following comprehensive support to ensure a successful project transition:

  • Bidder Coaching: Ensured the submission of high-quality bids, facilitating one-to-one bidder briefings to clarify specific requirements.
  • Bidder Presentations: Chaired bidder presentations so that bidders could communicate further bid responses, allowing the client to ask any clarification questions.
  • Terms and Conditions Review: Review and negotiate terms and conditions and Statement of Works, to ensure complex project requirements on a high-risk project could be robustly managed.
  • In-Contract Delivery Assurance: Provided ongoing delivery assurance to address and rectify issues promptly, ensuring the project delivery adhered to stringent deadlines.

IMPACT

Whilst ensuring an efficient and effective sourcing process was completed prior to award, Constellia’s role ensured the smooth delivery of the contract, and the project was kept to a strict deadline. For this complex project, one of the key requirements from the client was to secure value for money on a significant budget. By facilitating this project, Constellia’s efforts resulted in identifying a supplier that not only met evaluation requirements but also offered a cost-saving advantage of 27% compared to other bids.

REQUIREMENTS

Coventry University were seeking assistance to develop a decarbonisation strategy for their property estates, including domestic and international sites. Their aim was to minimise their properties carbon footprint. For this project, they expressed the desire to involve a large list of suppliers through a competitive bidding process, particularly with established relationships to participate in the bidding process. Cost consciousness was a significant factor for the client, as they were keen on maintaining strict budget control throughout the process.

CONSTELLIA SOLUTION

Constellia conducted a Level 3 Service competition and finalised the project within six weeks. This included involving and bringing on board a substantial list of potential bidders, which generated seven bids and one no-bid — a rarity in a demanding market. Constellia used RFIs (Request for Information) to screen the long list based on essential criteria to enhance efficiency, reducing supplier time and effort. The supplier was selected with just 44% of the initially proposed figure, saving 56% of fees in the process.

IMPACT

In addition to delivering a quick turnaround to enable the project’s swift implementation, Constellia actively negotiated and secured a £300k saving within the selected supplier fee. Furthermore, Constellia has now capped future fees to mitigate the risk of rate inflation in the current market environment.

REQUIREMENTS

Transport for London had previously tried to run a mini competition for grant funding auditors through other nationally available frameworks, but failed due to lack of engagement from the market. TfL were a participant in the Consultancy Procurement Council, operated by Constellia, and wanted to pilot our Neutral Vendor MSP.

CONSTELLIA SOLUTION

Constellia engaged with the market and ran a mini competition with a rapid turnaround of just two weeks, ensuring that we identified “right size” firms. The successful service provider was Lees, a leading provider of grant audit and assurance services, an experienced SME who TfL weren’t previously aware of and couldn’t have accessed through traditional framework models.

IMPACT

Transport for London were astounded by the 71% saving on the budget secured by Constellia. Through our expertise in supplier sourcing we delivered a viable solution with an experienced supplier, and TfL have now engaged with them for a three year period to ensure consistency of approach to their future grant audits with the projects being contract managed on the Constellia source-to-pay platform.

In addition to Constellia’s supplier sourcing expertise and market engagement, Constellia’s solution not only enabled BWCET to source a local and compliant supplier swiftly but also secured savings of £82,000 against the project budget.
